Typhoon "Frank" Iloilo Partial Rapid Damage Assessment Report

Typhoon Frank has devastated the city and province of Iloilo. Iloilo city acting mayor Jed Mabilog said at least 30,000 residents of Iloilo city are stranded on their rooftops because of the flood. Iloilo Governor Neil Tupaz on Sunday said his province experienced the "worst disaster in history" as 59 people in the area were killed in landslides, and flashfloods brought by typhoon "Frank"(Fengshen). "Almost all the towns are covered by water. It's like an ocean," Tupaz said, adding thousands have been displaced in the province that is home to 1.7 million people.
The National Power Corporation was forced to shut down its power plant in the area, triggering a blackout across the province, plant manager Nelson Hemona said.
